Bill did.
Bill graduated from a high school in the Bronx, New York City … but it was the Depression and jobs were scarce … Five years after graduating, Bill was an aspiring writer and part-time shoe salesman when he met artist Bob Kane on a dark knight at a party .. Bob was a fellow graduate of the same high school and ran a small comic book studio. Bob hired Bill to ghost write some stories that Bob would draw. Bill winged it and Bob respected Bill’s opinion.
When Superman became a big hit for a rival company the following year, Bob drew up a new character to compete … but the character kind of looked like Superman with different name … then Bob showed it to Bill … well Bill had some changes that turned out to be great ideas … important changes like dropping the red colour, adding gloves and one other now iconic addition. Bill also came up with the character’s secret identity, the name of city he lived in, key villains and wrote the scripts for the first 2 hit comic issues … but when Bob went to negotiate the publication of the new comic book character … only Bob was listed as the creator as it was Bob’s company that Bill worked for.
Eventually Bill left to work for DC Comics and helped on stories for Superman .. but both he and Bob never forgot the contributions Bill had made.
Finally, in 2015, after a 76 year crusade, the world-famous iconic superhero character we all know is now officially credited as being created by Bob Kane and Bill Finger … Batman.
